CommunityGuard – A Smart Insurance Solution for CEA Members

CommunityGuard is a group insurance scheme established for the benefit of Community Education Australia (CEA) members. The scheme delivers access to quality insurance products that are specifically tailored to the needs of not‑for‑profit community organisations, adult learning providers, and peak bodies, while offering significant premium savings through group purchasing arrangements.

By purchasing insurance through the CommunityGuard scheme, all CEA members benefit from a collective approach to the insurance market. This enables the scheme to leverage combined purchasing power to negotiate competitive premiums, favourable terms, and consistent coverage across participating organisations.

In March 2026, GSA Insurance Brokers acquired CoverForce Insurance Brokers and has since assumed responsibility for the ongoing management and servicing of the CommunityGuard scheme. Key Insurance Classes Included in the CommunityGuard Scheme

1. Industrial Special Risks

This cover protects your organisation’s physical assets and financial stability following an insured event.

Section 1 – Material Loss or Damage
Covers physical loss, destruction of, or damage to insured property caused by an insured peril.

 Section 2 – Business Interruption
Covers financial loss resulting from disruption to your operations following insured property damage, including loss of income and increased costs of working.

2. Public & Products Liability Insurance

Public Liability Insurance protects your organisation against claims arising from third‑party injury, death, property damage, or economic loss resulting from negligence in connection with your activities.

Cover typically includes:

  • Legal defence and representation costs
  • Injury to third parties arising from your operations
  • Damage to third‑party property
  • Loss or damage involving goods
  • Products liability exposure (where applicable)

 Sexual Abuse Liability
Sexual Abuse cover can be added to the Public & Products Liability policy by endorsement, subject to insurer terms. The inclusion of this cover requires:

  • A fully completed Sexual Abuse Questionnaire, and
  • Submission of the organisation’s Safeguarding Policies and Procedures, which must be reviewed and accepted by the insurer.

The availability, terms, conditions, and limits of Sexual Abuse cover are subject to insurer underwriting requirements and ongoing compliance with approved safeguarding practices.

3. Association Liability Insurance

Association Liability Insurance protects the organisation and its office holders against management and governance‑related risks, including:

  • Professional Indemnity
  • Office Bearers’ / Directors & Officers Liability
  • Association Reimbursement
  • Employment Practices Liability
  • Crime
  • Tax Audit
  • Legal Consultation costs

This cover is particularly important for board members, executives, and senior staff acting in good faith.

 4. Personal Accident Insurance

Personal Accident Insurance provides benefits for:

  • Employees and staff
  • Voluntary workers
  • Students undertaking work experience

The cover includes death and capital benefits as well as weekly injury benefits arising from accidental injury.

5. Cyber Insurance

Cyber risk continues to increase across the not‑for‑profit and education sectors. CommunityGuard supports cyber risk management through the following covers:

 Cyber Crime Insurance
Provides protection for theft of money resulting from cybercrime events such as phishing, social engineering fraud, or similar cyber scams.

Cyber Liability & Privacy Protection Insurance
Provides cover for:

  • First‑party response costs (excluding theft of money)
  • Fines and penalties where insurable by law
  • Business interruption and consequential loss
  • Third‑party liability arising from cyber events or privacy breaches

While the CommunityGuard Scheme offers agreed policies for Industrial Special Risks (Property & Business Interruption), General Liability, Association Liability, Group Personal Accident, and Cyber Insurance, GSA Insurance Brokers is a full‑service general insurance broker.
